In 1990 the Lawrence City Commission adopted a resolution establishing policies and procedures for the 2 Percent for Art Program, said Vicki Cummiskey, the city's communications coordinator and staff liaison to the Lawrence Arts Commission. The commission may annually set aside an amount up to 2 percent of the cost of all capital improvements constructed, acquired or contracted for construction and acquisition during the previous fiscal year for the acquisition, purchase and installation of art in public places.

The commission could repeal the resolution, or individuals could ask that Percent for Art not be included in the annual budget, which the commission approves. Regardless of the resolution, the city commission could still choose to purchase art for public places in Lawrence.
