Is it OK to build a berm, flower garden or rock garden over buried utility lines in your back yard?

The city doesn't regulate landscaping, so it's OK -- as long as it's done safely, said Gene Shaughnessy, the city's chief building inspector.

If the project involves digging, he said, be sure to call 1-800-DIG-SAFE (800-344-7233). The organization will notify area utility companies about the project, giving them time to come out to mark the lines.

It's also important to remember that anything placed atop a utility easement is subject to removal if a utility company needs to install or repair lines buried there, Shaughnessy said.
