Years ago, we changed our clocks on the last Sunday in September and the last Sunday in April. When did we switch to the last of October and the first of April?

The last Sunday in October has been the traditional ending of daylight-saving time for years. In 1986, Congress passed -- and President Ronald Reagan signed -- a measure moving the starting date from the last Sunday in April to the first Sunday.
