Is it legal to park wherever you want in your yard? I've got a neighbor who's parking in his side yard in the grass, within inches of the house and alley, making the alley very difficult to navigate.

City code prohibits parking in front yards or in the side yard setback area between the public right-of-way and the back line of the building unless the vehicle is parked on a driveway surface, said Sgt. Rick Nickell of the police department. If someone believes that a vehicle is illegally parked, they should contact the police department and an officer will be sent out to check on the situation.
