Why is the pupil to teacher ratio 18-to-1 at the high school and 22-to-1 at elementary schools?

The ratios differ because they are calculated differently, said Supt. Al Azinger. At the elementary level, only regular classroom teachers are figured into the ratio. But at the high school the ratio includes other instructors, such as counselors, librarians and art teachers.
