COUNTY TO FOCUS ON PLANNING ISSUES

The Douglas County Commission on Monday will take a second look at a series of text amendments on planning issues.

Commissioners spent about an hour Wednesday discussing the text amendments before deciding they needed more study. Eight of the text amendments concern Lawrence-Douglas County subdivision regulations, while one amendment each deals with the Douglas County Guide Plan and zoning regulations for the unincorporated territory in the county.

The Lawrence-Douglas County Planning Commission on Aug. 26 unanimously approved all of these items.

The meeting will begin at 9 a.m. in the commission meeting room on the second floor of the courthouse, 11th and Massachusetts streets.

HERE IS Monday's agenda:

Consider an amendment to the Douglas County Guide Plan reflecting revisions to rural sewer districts. Initiated July 6 by the county commission.

Consider a text amendment to the zoning regulations for the unincorporated area of the county, specifically to revise the minimum lot width requirement in the A-1 (suburban home residential district) from 150 feet to 250 feet. Initiated July 6 by the county commission.

Consider a text amendement to the Lawrence-Douglas County subdivision regulations to exempt only property in the rural, unincorporated area in the county as defined in the Douglas County Guide Plan from the subdivision regulations when land is subdivided for residential purposes. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to require a shared driveway access for multiple-subdivision lots when platted in the county's unincorporated area. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to allow septic tank sewage systems in the primary urban growth areas of the county, provided that the subdivider signs an agreement not to protest the formation of a sanitary sewer benefit district and an agreement to connect to a sanitary sewer when sewer service is within 1,000 feet of planned improvements on the property. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to require subdividers of land in the primary urban growth area of the county, upon plat approval, to sign an agreement to connect to a public water system when public water lines are within 1,000 feet of planned improvements on the property. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to require subdivision roads within the rural, unincorporated area to, at a minimum, be constructed to the adopted rock road standard and encouraging paved road standards. This amendment also requires telephone, cable television and-or electrical lines to be located underground. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to delete the provision recommending telephone and-or electrical lines to be located underground. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to revise the definition of rural area to "rural unincorporated area" in the subdivision regulations, describing areas outside Lawrence and primary growth areas. Initiated July 6 by the county commission.

Consider a text amendment to the Lawrence-Douglas County subdivision regulations to delete the definition of suburban growth area in the subdivision regulations. Initiated July 6 by the county commission.

Consider accounts payable and appointments; receive comment from commissioners, the county administrator and the public.

Convene in executive session to discuss an appeal of a county employee concerning an evaluation.
