The field for the 2nd District Douglas County Commission gained another contender today as Lawrence attorney James I. Chappell announced he would file for the seat.
Chappell, a Democrat, becomes the third candidate for the seat being vacated by Mike Amyx. Two Republicans, Paul Shivel, Lawrence, and Ralph Tanner, Baldwin, have announced their candidacies but have not filed for the office. The deadline for filing for county offices is noon Wednesday.
Chappell, 31, listed several issues he would raise in his campaign. He said the county needs to make sure its taxpayers see "significant relief" in the mill levy following the new school finance law that cut the school district's levy. Chappell also said Douglas County, not Johnson County, should manage development along Kansas Highway 10 from Lawrence east to the Johnson County line.
He and his wife, Elizabeth "Betsy" Hamm Chappell, a speech language pathologist employed by the Visiting Nurses Assn. and the Lawrence School District, are the parents of two children, Patrick, 3, and Caroline, 2.
