To the editor:

I question the judgment which permitted the running of the racist political cartoon by Oliphant on the Opinion Page of Wednesday's J-W. The stereotypical depiction of the Japanese as speakers of the English language harks back to World War II-era caricatures.

Now that the Soviet Union is defused as an emeny, it seems there is some compulsion to create another one in Japan. Recent articles, too, indicate a disturbing enthusiasm to magnify statements the like of which U.S. diplomats have been making for years. Hypocrisy, propaganda and jingoism are hopeless instruments to negotiate the complexities of the 21st Century.
