CITY COMMISSION MEETING AGENDA September 24, 2013 – 6:35 p.m. A. RECOGNITION/PROCLAMATION/PRESENTATION: 1. None. B. CONSENT AGENDA: NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately. 1. Approve City Commission meeting minutes from 09/03/13. 2. Receive minutes from various boards and commissions: Aviation Advisory Board meeting of 05/08/13 Bicycle Advisory Committee meeting of 08/20/13 Community Development Advisory Committee meeting of 07/11/13 Lawrence Cultural Arts Commission meeting of 08/14/13 Public Health Board meeting of 07/15/13 3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting. 4. Approve licenses as recommended by the City Clerk’s Office. 5. Bid and purchase items: a) Set a bid opening date of October 8, 2013, for the next Master Street Tree Project. b) Set bid date of October 22, 2013 for the 2013 Weatherization Program at 25 addresses within the city limits of Lawrence. 6. Adopt on second and final reading, Ordinance No. 8913, establishing an All Way Stop at 7th Street and Alabama Street. 7. Authorize staff to submit a KAIP (Kansas Airport Improvement Program) application for self-fueling operation at the Lawrence Municipal Airport for an estimated cost of $70,000. The grant requires a local match of 15%, or approximately $10,500. 8. Authorize staff to advertise Request for Proposals B1349 for Biosolids Beneficial Re-use Program. 9. Approve as “signs of community interest”, a request from the Lawrence Home Builders Association, to place directional signs in specified rights-of-way throughout the City during the Fall Parade of Homes, September 28 – October 6, 2013. 10. Authorize the Mayor to sign a Release of Mortgage for John H. Fittell and Valerie P. Fittell, 3107 Longhorn Drive. C. CITY MANAGER’S REPORT: ADDRESSING THE COMMISSION: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission. D. REGULAR AGENDA ITEMS: 1. Consider approving a plan to partially close or fully close New Hampshire Street, from 9th Street to the Lawrence Arts Center, for the reconstruction of storm sewer for the Marriott TownePlace project. CALENDAR: * Common Ground Appreciation Luncheon, Tuesday, September 24, 12:00 p.m. Location: John Taylor Park, 7th and Walnut Streets. * Commissioner comments concerning draft rental registration ordinance due to staff by October 1. * Commissioners are invited to attend a meeting with continuing care retirement community members on Thursday, October 3, 3:00 – 4:00 p.m. Location: Smith Center at Brandon Woods. * United Way lunch and bake sale, Wednesday, October 16, 11:00 a.m. – 1:00 p.m. Location: Douglas County Fairgrounds, Building 21. Flyer * Employee Service Awards luncheon, Thursday, November 7, 11:30 a.m. Location: Douglas County Fairgrounds, Building 21. * National League of Cities Congress of Cities and Exposition, November 12 – 16. Location: Seattle, WA. * City Commission meeting scheduled for November 12 is canceled due to the National League of Cities Congress of Cities and Exposition. * City Commission meetings scheduled for December 24 and December 31 have been canceled due to Christmas Eve and New Year’s Eve. * City Commission meeting will be held on Monday, December 30 for bill paying and end of year housekeeping items. One position will become vacant and three positions are eligible for reappointment to additional terms. Building Code Board of Appeals: Four positions expire 11/30/13. One position will become vacant and three positions will be eligible for reappointment to additional terms. Eligibility requirements exist for this board. Community Development Advisory Committee: Two vacancies for positions that expire 09/30/13 and 09/30/15. Three additional positions expire 09/30/13. One of those positions will become vacant and three positions will be eligible for reappointment to additional terms. Eligibility requirements exist for this board. Contractor Licensing Board: Three positions expire 12/31/13. Two positions will become vacant and one position is eligible for reappointment to an additional term. Six additional terms expire 11/30/13 and all are eligible for reappointment to additional terms. Lawrence Citizens Advisory Board: Two positions expired 03/01/13 and are eligible for reappointment to additional terms. Lawrence Douglas County Advocacy Council on Aging: Four positions expire 12/31/13 and all are eligible for reappointment to additional terms.
