At this point I'm ready to require individuals who recycle metal that isn't food or beverage containers to have to present a demolition permit that indicates the type and quantity of materials to be recycled.

I tried those out a few years ago. They were so poorly maintained and out-of-adjustment that they were unusable. Occasionally a ball got lobbed in your direction close enough to swing at, but usually it rolled towards your feet.

That's really sad, I know the city had just spent a lot of money repairing these for the upcoming season.
