The main reason not to have such an amendment is because it'd be absolutely disastrous from an economic standpoint. Austerity hysteria leads to one thing, and one thing only-- recession and economic stagnation.

A Constitutional Amendment requiring a balanced budget is simply an admission that Congress cannot do it's job, and a subtle admission, though no less true, that those who hire them, we the voters, are unable to hire people that can do their job. In equal parts, it's about them and it's about us.
