A RESOLUTION OF THE CITY OF SHAWNEE, KANSAS, PROVIDING FOR NOTICE OF A PUBLIC HEARING
CONCERNING THE CREATION OF A COMMUNITY IMPROVEMENT DISTRICT WITHIN THE CITY AND DECLARING
THE INTENT OF THE CITY TO LEVY A COMMUNITY IMPROVEMENT DISTRICT SALES TAX AND TO
LEVY SPECIAL ASSESSMENTS PURSUANT TO K.S.A. 12-6a26 ET SEQ (BELLMONT PROMENADE CID).

WHEREAS,
pursuant to K.S.A. 12 6a26 et seq. (the "Act"), the City of Shawnee, Kansas (the "City"), is authorized to create a community im-
provement district pursuant to the Act and to provide for financing of certain costs associated with a project within the community improve-
ment district (a "CID project"); and

WHEREAS , upon proper petition, the Act further authorizes the City, in order to pay costs of any project which is a CID Project, to impose a
community improvement district sales tax on the selling of tangible personal property at retail or rendering or furnishing services within a
community improvement district in any increment of .10% or .25% not to exceed 2% (a "CID Sales Tax"); and

WHEREAS, the Act further authorizes the City, in order to pay the costs of such CID project, to levy and collect special assessments upon
property in the community improvement district; and

WHEREAS , the Act further authorizes the City to reimburse the costs of the such CID project pursuant to pay-as-you-go financing and/or the
issuance of special obligation notes and bonds payable from such community improvement district sales tax and special assessments; and

WHEREAS , a petition (the "Petition") has been filed with the City Clerk of the City, proposing the creation of a community improvement dis-
trict located generally on the southwest corner of Shawnee Mission Parkway and Maurer Road (the "Bellmont Promenade CID"), the making
of CID projects relating thereto and the imposition of a community improvement district sales tax and levying special assessments in order to
pay the costs of such CID projects; and

WHEREAS , the Petition was signed by the owners of record, whether resident or not, of more than 55% of assessed value of the land area con-
tained within the proposed Bellmont Promenade CID and by more than 55% percent of all owners of real property within the boundaries of the
Bellmont Promenade CID; and

WHEREAS , if the Bellmont Promenade CID is created by the City and certain further conditions are met, the City intends to impose up to a
1.30% CID Sales Tax within the Bellmont Promenade CID; and

WHEREAS , if the Bellmont Promenade CID is created, the City further intends to levy special assessments on the real property located within
the Bellmont Promenade CID in the amount of $5,246,000; and

WHEREAS , the Act provides that prior to creating any community improvement district, the City shall, by resolution, direct and order a public
hearing on the advisability of creating such community improvement district, construction of such CID projects ...

The City of Shawnee, Kan-
sas in accordance with Na-
tional Flood Insurance Pro-
gram regulation 65.7(b)(1),
hereby gives notice of the
City of Shawnee's intent to
revise the floodway, gen-
erally located between
Shawnee Mission Parkway
and Flint Street just west
of Goddard Street. Specifi-
cally, the floodway shall
be revised from a point ap-
proximately 720 feet
downstream of Nieman
Road to a point approxi-
mately 350 feet upstream
of Neiman Road. As a re-
sult of the floodway revi-
sion, the floodway shall
narrow with a maximum
narrowing of 292 feet at a
point approximately 220
feet upstream of Nieman
Road.

In addition, the 1% annual
chance water-surface ele-
vation and the 1% annual
chance floodplain shall be
revised from a point ap-
proximately 7200 feet
downstream of Nieman
Road to approximately 350
feet upstream of Neiman
Road. As a result of the re-
vision, the 1% annual
chance water-surface ele-
vations shall decrease a
maximum of 5.81 feet at a
point approximately 220
feet upstream of Nieman
Road and the 1% annual
chance floodplain shall
narrow within the area of
revision with a maximum
narrowing of 322 feet at a
point approximately 220
feet upstream of Nieman
Road.

PROJECT AND ADOPTION OF A REDEVELOPMENT PROJECT PLAN
FOR A PROJECT AREA IN A REDEVELOPMENT DISTRICT IN THE
CITY OF SHAWNEE, KANSAS (BELLMONT PROMENADE).

WHEREAS
, pursuant to K.S.A. 12 1770 et seq., as amended (the "Act"), cities are authorized to assist in the development and redevelopment of
eligible areas located within and without a city and to finance such redevelopment projects, provided cities comply with the procedures set
forth in the Act; and

WHEREAS , pursuant to the Act and Ordinance No. 3115 (the "TIF District Ordinance") of the City of Shawnee, Kansas (the "City"), and in order
to promote, stimulate and develop the general and economic welfare of the City, the Governing Body of the City has established a redevelop-
ment district located at the southwest corner of Shawnee Mission Parkway and Maurer Road within the City (the "Redevelopment District"),
originally known as the Shawnee Landing TIF District and now known as the Bellmont Promenade TIF District; and

WHEREAS , a redevelopment project plan has been proposed for the redevelopment of the project area shown on Exhibit A attached to this
Resolution (the "Project Area"); and

WHEREAS , a comprehensive feasibility study has been completed which indicates that the benefits, tax increment revenue and other availa-
ble revenues under K.S.A. 12 1774(a)(1) expected to be derived from the redevelopment project described in the proposed redevelopment
project plan are expected to exceed or be sufficient to pay for the redevelopment project costs; and

WHEREAS, the Planning Commission of the City has reviewed the proposed redevelopment project plan and has found and determined that
the proposed redevelopment project plan is consistent with the intent of the comprehensive plan for development of the City; and

WHEREAS , in accordance with the Act, a copy of the proposed redevelopment project plan for the Project Area has been delivered to the
Board of County Commissioners of Johnson County, Kansas, and to the Board of Education of Unified School District No. 512, Shawnee Mis-
sion, Kansas, all in accordance with the Act;

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF SHAWNEE, KANSAS, AS FOLLOWS:

Section 1
. A public hearing to consider the redevelopment project and the adoption of the proposed redevelopment project plan for the Proj-
ect Area shall be held on June 6, 2017, beginning at 6:00 p.m., Central Time, or as soon thereafter as it may be heard, at City Hall, 11100 Johnson
Drive, Shawnee, Kansas. The date of the public hearing is not less than 30 or more than 70 days after the date of this Resolution as required
by K.S.A. 12 1772(c).

Network Switch
Hardware Components

The City of Shawnee, Kan-
sas, Information Technol-
ogy Department is reques-
ting proposals to replace
its existing network switch
hardware. Most of this net-
work switch hardware is
at End of Life (EOL). Up-
grading the network hard-
ware will allow us to de-
liver better network ser-
vices to our staff and com-
munity. The City of Shaw-
nee, Kansas, is seeking
competitive proposals
from qualified Value
Added Resellers (VAR) to
provide equipment and
services for Cisco network
switch hardware. The win-
ning VAR will assist city
staff in replacing the Citys
existing Cisco network
switch infrastructure in
accordance with all terms,
conditions and specifica-
tions as set out in the Re-
quest for Proposal (RFP).
