TO THE CITIZEN PARTICIPATION PLAN

On December 11, 2017 at 7:00 P.M. the City of Shawnee
will hold a public hearing to consider amendments to
the Citizen Participation Plan. The meeting will be held
in the Council Chambers at City Hall, 11110 Johnson
Drive, Shawnee, Kansas 66203. If special accommoda-
tions are needed, please contact us at least 48 hours
prior to the meeting.

Copies of the Citizen Participation Plan are available for
public examination at the Shawnee Planning Depart-
ment, 11110 Johnson Drive, Shawnee, KS, and on the
City's website at www.cityofshawnee.org . Any individ-
ual, group, or agency may submit written comments on
the Citizen Participation Plan to the Shawnee Planning
Department at 11110 Johnson Drive, Shawnee, KS 66203,
by phone at (913) 742-6011, by fax at (913) 631-7351, or
by email at planning@cityofshawnee.org . All com-
ments received by Friday, December 8, 2017 will be con-
sidered by the City of Shawnee prior to approval of the
modifications by the Shawnee City Council.

The proposed changes to the Citizen Participation Plan
are in summary as follows:
1 . General updates to reflect the current Commu-
nity Development Block Grant (CDBG) procedures and
timelines.
2. Proposed change to the "Criteria for Substantial
Amendments" to the Consolidated or Action Plan to, "A
change in the use of CDBG funds from one eligible ac-
tivitiy to another, involving an amount greater than 50%
of the project for activities with funding in excess of
$100,000" in order to be consistent with the Johnson
County Consortium procedures.
3 . The public comment period for modifications to
the Citizen Participation Plan has been extended to 30
calendar days to align with Federal Regulations, 24 CFR
91.105(c)(2).
4. Changes for the new Affirmatively Furthering Fair
Housing Rules, including the City shall
a. Make any proposed analysis and the relevant
documents, including HUD provided data and any other
data to be included in the AFFH available to the public;
b. Consult with agencies and organizations identi-
fied in consultation requirements 24 CFR part 91;
c. Publish the proposed AFFH in a manner that ena-
bles residents and others the opportunity to examine
its content and submit comments;
d. Provide notice of the public hearing in the same
manner as Consolidated Plan; and
e. Provide a period of not less than 30 calendar
days to receive comments from Johnson County resi-
dents.

ORDINANCE NO. 3201

AN ORDINANCE MAKING FINDINGS AND ESTABLISHING
A REDEVELOPMENT DISTRICT IN
THE CITY OF SHAWNEE, KANSAS
PURSUANT TO K.S.A. 12-1770 ET SEQ.

WHEREAS
, pursuant to K.S.A. 12-1770 et seq., as amended (the "Act"), the City of Shawnee, Kansas (the "City"), is
authorized to assist in the development and redevelopment of eligible areas within and without the City in order
to promote, stimulate and develop the general economic welfare of the State of Kansas and its communities; and

WHEREAS, pursuant to the Act, the City adopted Resolution No. 1816 (the "Resolution") on October 9, 2017, find-
ing and determining it desirable to encourage the development and redevelopment of certain real property
within the City located at the northeast corner of West 75th Street and Quivira Road in the City and to consider
the establishment of a redevelopment district at such location (the "Redevelopment District"); and

WHEREAS, the Resolution provided for a notice of a public hearing considering the establishment of the Redevel-
opment District to be given in accordance with the Act and that said public hearing would be held on November
13, 2017; and

WHEREAS, notice of the public hearing was duly given in accordance with the Act; and

WHEREAS, the public hearing was held and closed on November 13, 2017; and

WHEREAS, the Governing Body of the City has received and reviewed a blight study related to the proposed Re-
development District; and

WHEREAS, an area that is determined by the governing body of a city to be a "blighted area" as described in
K.S.A. 12-1770a(c) is eligible to be considered for the financing of redevelopment projects pursuant to the Act;

NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY
OF THE CITY OF SHAWNEE, KANSAS, AS FOLLOWS:

Section 1.
The Governing Body of the City hereby finds and determines that the area of the Redevelopment Dis-
trict is a "blighted area" as defined in K.S.A. 12-1770a(c) and is an "eligible area" as defined by the Act.

Section 2. The legal description of the Redevelopment District is set forth hereto as Exhibit A attached and incor-
porated herein by reference.

Section 3. A map depicting the boundaries of the Redevelopment District is attached to this Ordinance as Exhibit
B and incorporated herein.

Section 4. The Governing Body of the City hereby finds and determines that the conservation, development or re-
development of the Redevelopment District is necessary to promote the general and economic welfare of the
City.

Section 5. The District Plan for the Redevelopment District attached hereto as Exhibit C and identifying all of the
proposed redevelopment project areas and, in a general manner, all of the buildings and facilities that are pro-
posed to be constructed or improvements in each redevelopment project area (the "District Plan") is hereby ap-
