and Pricing Proposal (RFQ)
for the design, develop-
ment and implementation
of city websites. Outcomes
would include a new "look
and feel" and Content
Management System

(CMS) for the City of Shaw-
nee. Responses will be re-
ceived no later than 5:00
p.m. (CST) on Friday, Octo-
ber 21, 2016 at the City of
Shawnee, City Hall, located
at 11110 Johnson Drive,
Shawnee, Kansas 66203.
Late proposals will not be
accepted. The full pro-
posal packet should be
downloaded from the
City's website at
www.cityofshawnee.org . It
contains the requirements
for submittal. If it is neces-
sary for the City to revise
any part of the RFQ or oth-
erwise provide additional
information, the City will
issue an addendum and
publish it on the City's
website. Any Contract that
may be awarded in re-
sponse to this RFQ shall be
selected and offered at the
complete and sole discre-
tion of the City of Shaw-
nee. The City of Shawnee
reserves the right to reject
any or all proposals, and
the right to waive infor-
malities or irregularities in
the proposal. Vendors
whose proposals are not
accepted will be notified in
writing. The determina-
tion of whether to award a
contract will include but
not be limited to the con-
sideration of:
1. The firms overall re-
sponse to the RFQ includ-
ing the quality of answers
provided, overall presen-
tation (in-person or
online); and overall quality
of materials submitted;
and
2. The completeness of the
response including all
staff background forms,
reference forms, and other
requested information
contained in the RFQ; and
3. The demonstrated abil-
ity to deliver a design and
CMS that can achieve the
specifications outlined in
the RFQ; and
4. The demonstrate ability
to support the CMS on an
on-going basis.

email until 5:00 p.m. (CST)
on Thursday, October 6,
2016. Questions should be
submitted via email at

that the Shawnee Planning
Commission will hold a
public hearing at the place
and time above to review
proposed text amend-
ments to the Zoning Regu-
lations and the Compre-
hensive Plan regarding al-
lowable density regula-
tions for senior living de-
velopments. The proposed
amendments to the Zoning
Regulations are in Chapter
17.54.230 (Area Require-
ments for the PUDMR zon-
ing district). The amend-
ment clarifies the regula-
tions for age restricted
senior living developments
for residents age 55 and
over, and to allow a den-
sity calculation based on
2,000 sq. ft. of area for
each dwelling unit with
certain restrictions. The
proposed amendments to
the Comprehensive Plan
are in Chapter 5, Land Use
Guide, Residential Land
Use. The proposed amend-
ment establishes density
requirements for senior
living developments to be
classified as low density
and medium density. The
amendment will also re-
move a statement that the
number of units per acre is
a dwelling range and not a
maximum allowable den-
sity, and due to previously
adopted Zoning Regula-
tions, projects that are
near or exceed the mid-
point near 15.55 rather
than 14.5 units per acre
should be of exceptional
quality. The proposed
amendments may be
viewed in the Planning De-
partment, 11110 Johnson
Drive, Shawnee, Kansas,
during regular business
hours 8:00 a.m. to 5:00
p.m., Monday thru Friday.

WHEREAS,
the City of Shawnee, Kansas (the "City"), is
authorized pursuant to Article XII, Section 5 of the Con-
stitution of the State of Kansas and Charter Ordinance
No. 43 of the City passed on April 9, 2013, to issue gen-
eral obligation bonds of the City for the purpose of pay-
ing for any street, trafficway, sidewalk, trail, storm
water control, curbs, gutters, bridge, viaduct, public
building, off street parking facility, public park, golf
course, recreation facility or for the acquiring of land
for any of the aforesaid purposes, either within or with-
out the City, or for the purpose of acquiring, improving
or extending electric or electronic traffic control sys-
tem, fiber optic cable system, or the improvement, re-
pair, extension of any water works, sewage disposal
plants, storm sewer, drainage improvement or public
utility, or for the purpose of rebuilding, repairing, add-
ing to or extending the same from time to time as the
necessity of the City may require; and

WHEREAS, the Governing Body of the City has deter-
mined that it is desirable and necessary to make the
following public improvements (collectively, the
"Improvements"):

Nieman Road Corridor (Middle). Improvements include
removal of two homes, removal of two commercial
buildings, installation of approximately 190 linear feet
of concrete lined channel, five reinforced concrete
boxes under Nieman Road and channel improvement
transitions, vertical walls east of Nieman and realign-
ment of Roger Road, including purchase of five proper-
ties, and all related appurtenances at total estimated
cost of $9,761,000, of which $3,513,000 will be financed
with general obligation bonds;
6200 Block of Nieman. Improvements include replace-
ment of box culverts with a CON/SPAN, installation of
vertical walls, relocation of sanitary sewers and recon-
struction of the undermined retaining wall adjacent to
commercial enterprises and all related appurtenances
at a total estimated cost of $6,480,000, of which
$3,050,850 will be financed with general obligation
bonds;
Nieman Road Corridor (North). Improvements include
removal of one home, installation of approximately
1,100 linear feet of concrete lined channel, four rein-
forced concrete boxes under Flint Street and channel
transition improvements at channel tie-in points near
both Flint Street and Nieman Road and all related ap-
purtenances at a total estimated cost of $3,053,000, of
which $990,000 will be financed with general obligation
bonds; and
Nieman Road Street Improvements. Improvements in-
clude relocating the right of way by narrowing the
cross-section of Nieman Road to three lanes and in-
creasing the green space behind the curbs to accom-
modate pedestrians and bicycles, installation of street-
scape components, mill and overlay, replacement of
deteriorated curb and sidewalk, pavement markings,
updating streetlights, storm drainage ...
