NOTICE OF PUBLIC HEARING
ON ISSUANCE OF INDUSTRIAL REVENUE BONDS AND
INTENT TO ENTER INTO
LEASE AGREEMENT

Public notice is hereby
given in accordance with
K.S.A. 12-1744e, as
amended, that the City of
Lawrence, Kansas (the
"City"), hereby gives notice
of its intent to enter into a
Lease Agreement with RCP,
LLC or assigns in connection with the proposed issuance of taxable industrial
revenue bonds by the City.
The bonds are proposed to
be issued by the City under
the authority of K.S.A.
12-740 et seq ., as amended.

Public notice is also hereby
given that the City Commission of the City will conduct
a public hearing on Tuesday, March 5, 2013, at 6:35
p.m., or as soon thereafter
as may be heard, at Lawrence City Hall, 6 East 6th
Street, Lawrence, Kansas,
in regard to the proposed
issuance by the City of its
Industrial Revenue Bonds
(RCP, LLC Project), in an approximate principal
amount of $40,000,000 (the
"Bonds") and in regard to
an exemption from ad
valorem taxation for property constructed or purchased with the proceeds
of such Bonds.

The Bonds are proposed to
be issued under authority
of K.S.A. 12-740 et seq ., as
amended, to provide funds
for acquiring, purchasing,
constructing, installing and
equipping a commercial facility, consisting of a commercial recreational facility
to be located at approximately the northwest intersection of Rock Chalk Drive
and George Williams Way
east of K-10 within the City.
The City intends to own the
facility and further intends
to lease the facility to RCP,
LLC, a Kansas limited liability company.

The applicant has requested a 10-year 100%
property tax abatement for
the property constructed or
purchased with the proceeds of the Bonds.

A copy of this Notice, together with a copy of the
resolution of intent of the
City to be considered for
adoption, indicating the intent of the governing body
of the City to issue such
series of Bonds and a report analyzing the costs
and benefits of such property tax exemption, are on
file in the office of the City
Clerk and available for public inspection during normal business hours.

All persons having an interest in this matter will be
given an opportunity to be
heard at the time and place
above specified.
