PUBLIC NOTICE OF
PROPOSED REMEDIAL
ACTION

The Kansas Department of
Health and Environment
(KDHE) is announcing proposed remedial activities
at the Former Farmland Industries Nitrogen Plant in
Lawrence, KS located at
1608 N. 1400 Rd, Lawrence,
KS. The Former Farmland
Industries Nitrogen Plant
was acquired by the City
of Lawrence and the Resource Conservation and
Recovery Act (RCRA) hazardous waste permit was
transferred to the City in
2011. The remedial activities proposed by the City
will require the facility to
revise the Post-Closure
Care Plan and Sampling
and Analysis Plan.

The CRS Unit Remediation
Work Plan and Fact Sheet
are available for public review from September 29,
2014 through November 12,
2014 during normal business hours at the KDHE office at 1000 SW Jackson,
Suite 320, Topeka, Kansas,
and the Lawrence Public
Library at 707 Vermont St.,
Lawrence, Kansas.

A public hearing has not
been scheduled; however,
if written requests are received indicating significant degree of public interest in the work plan, a
public hearing will be
scheduled. More information on this remedial action may be obtained from
Mr. Mostafa Kamal of
KDHE at (785) 296-1609.
Written comments related
to this permit renewal action must be received by
KDHE postmarked no later
than November 12, 2014.

CITY OF LAWRENCE, KANSAS, ESTABLISHING A TIME
AND PLACE FOR A HEARING, PURSUANT TO K.S.A.
12-1750, ET SEQ., AND
CHAPTER V, ARTICLE 11 OF
THE CODE OF THE CITY OF
LAWRENCE, KANSAS, 2013
EDITION, AND AMENDMENTS THERETO, REGARDING A STRUCTURE ON THAT
CERTAIN REAL PROPERTY,
COMMONLY KNOWN AS
608 KENTUCKY STREET, AT
WHICH TIME, PERSONS
HAVING AN INTEREST IN
THE NAMED STRUCTURE
MAY APPEAR AND SHOW
CAUSE WHY SUCH STRUCTURE SHOULD NOT BE
CONDEMNED AND
ORDERED REPAIRED OR DEMOLISHED AS AN UNSAFE
OR DANGEROUS STRUCTURE.

WHEREAS, pursuant to
K.S.A. 12-1751, the Governing Body of the City of
Lawrence, Kansas, is
granted, as part of its police powers, the authority
to cause to be repaired or
to be removed, or to repair
or to remove, any structure located within the
City that is unsafe or dangerous; WHEREAS, in accordance with K.S.A.
12-750, et seq., Chapter V,
Article 11 of the Code of
the City of Lawrence, Kansas, 2011 Edition, and
amendments thereto, the
Enforcing Officer for the
City of Lawrence, Kansas,
has filed with the Governing Body a statement in
writing that the structure
located on that real property, commonly known as
608 Kentucky Street, Lawrence, Douglas County,
Kansas, the legal description of which is set forth at
Section 2, infra, is unsafe
or dangerous; WHEREAS,
upon the filing of such
written statement, the
Governing Body must, in
accordance with K.S.A.
12-1752, establish a time
and place for a public
hearing, at which time, the
owner, the owner's agent,
any lienholders of record,
and any occupant of such
structure may appear and
show cause why such
structure should not be
condemned and ordered
repaired or demolished as
an unsafe or dangerous
structure; and WHEREAS,
the City gives notice that,
under K.S.A. 12-1752 et
seq., the City may ultimately repair or demolish
such structure, that, in
such event, the owner may
lose any interest in the salvage proceeds of such
structure, and that any
costs borne by the City in
excess of the salvage
value may be assessed
against the real property.
NOW, THEREFORE, BE IT
RESOLVED BY THE GOVERNING BODY OF THE CITY
OF LAWRENCE, KANSAS:
SECTION 1. The
above-stated recitals are
incorporated herein by reference and shall be as effective as if set forth in
full. SECTION 2. Pursuant
to K.S.A. 12-1752, a hearing
will be held in the City
Commission Room, First
Floor, 6 East 6th Street,
Lawrence, Kansas, on October 28, 2014, at 6:35 p.m.,
or as soon thereafter as
practicable, at which time,
the owner's agent, any
lienholders of record, and
any occupant of the structure located on the real
property commonly known
as 608 Kentucky Street,
Lawrence, Douglas County,
Kansas, and bearing the legal description, to-wit: LOT
2 ON KENTUCKY STREET IN
THE ORIGINAL TOWNSITE
OF THE CITY OF LAWRENCE, DOUGLAS COUNTY,
KANSAS, May appear and
show cause why such
structure should not be
condemned and ordered
repaired or demolished as
an unsafe or dangerous
structure. The structure in
question may be described
as a two-story residence
with a partially demolished two-story front
porch. SECTION 3. The City
Clerk is hereby directed to
publish, once each week
for two consecutive
weeks, on the same day
each week, in the official
newspaper of the City, the
foregoing Resolution, establishing the time and
place of hearing under
K.S.A. 12-1752. SECTION 4.
The City Clerk also is
hereby directed to mail a
copy of this Resolution to
the owner, the owner's
agent, any lienholder of
record, and any occupant
of the structure, to the extent such persons are

last known address, and
the envelope shall be

A HOME RULE RESOLUTION
OF THE BOARD OF COUNTY
COMMISSIONERS OF
DOUGLAS COUNTY, KANSAS EXTENDING A TEMPORARY MORATORIUM ON
LARGE WIND ENERGY CONVERSION SYSTEMS

WHEREAS, on December
11, 2013, the Board of
County Commissioners of
Douglas County, Kansas
("Board") adopted Home
Rule Resolution No.
13-12-5, placing a temporary moratorium on Large
Wind Energy Conversion
Systems, and

WHEREAS, on April 23,
2014, the Board adopted
Home Rule Resolution No.
14-13, extending the temporary moratorium
through September 30,
2014, and

WHEREAS, the Board and
applicable Douglas County
officials, agencies, departments, boards, and commissions require additional time to review the
Zoning Regulations, receive public input, hold
public hearings, and make
recommendations for
amendments to the Zoning
Regulations to address adverse effects that wind
farms may create.
NOW, THEREFORE, THE
BOARD OF COUNTY COMMISSIONERS OF DOUGLAS
COUNTY, KANSAS, SITTING
IN REGULAR SESSION,

Development of the
2015-2019 Transportation
Improvement Program
(TIP) and Program of
Projects for the Lawrence
Transit System


The TIP is a multi-year listing of federally funded
and/or regionally significant projects selected to
improve the transportation network for the
Lawrence-Douglas County
Metropolitan Planning
Area. The official 30-day
public comment period for
this TIP starts on September 16, 2014 and will end
on October 15, 2014. This
TIP Amendment will come
before the
Lawrence-Douglas County
Metropolitan Planning Organization (MPO) Policy
Board for approval on October 16, 2014. This public
notice on the TIP development process satisfies the
FTA's Program of Projects
requirements for the Lawrence Transit System.

A new TIP covering all of
Douglas County must be
created at least once every
four years to comply with
federal regulations. This
TIP includes projects
scope, costs and schedules for transportation
projects sponsored by
Lawrence, Douglas County,
Lawrence Transit and
KDOT. Public Comments
received will be reported
and considered by the
MPO Policy Board where
decisions pertaining to revision this document will
be made prior to final approval.

The draft 2015-2019 TIP will
be available for public review online at:
www.lawrenceks.org/mpo/tip ; paper copies are
available for review at
Lawrence City Hall,
Lecompton City Hall, Baldwin City Public Library, Eudora Public Library and
Lawrence Public Library.
