BE IT ORDAINED BY THE
GOVERNING BODY OF THE
CITY OF LAWRENCE, KANSAS: SECTION 1. Pursuant
to City of Lawrence Code
Section 4-105(E), the prohibition of the sale, possession, and consumption of
alcoholic liquor on public
property shall not apply on
the 900 block of New Hampshire Street from noon, Friday, May 31, 2013, until 1:00
p.m. Saturday, June 1, 2013,
associated with the Arts
Center Final Friday and Art
Tougeau Parade decorating
event; shall not apply on
the 700 and 800 blocks of

ORDINANCE NO. 8865
AN ORDINANCE ADOPTING
THE AMENDED REDEVELOPMENT PROJECT PLAN FOR
THE SOUTH PROJECT AREA
OF THE NINTH & NEW
HAMPSHIRE
REEVELOPMENT DISTRICT
AND APPROVING AN
AMENDMENT TO REDEVELOPMENT AGREEMENT RELATED THERETO AND AN
ASSIGNMENT OF REDEVELOPMENT AGREEMENT.
WHEREAS, pursuant to the
provisions of K.S.A. 12-1770
et seq., as amended (the
"Act"), the City of Lawrence, Kansas (the "City")
is authorized to establish
redevelopment districts
within a defined area of the
City which is found by the
City to be an "enterprise
zone" as defined in the Act,
and is therefore an "eligible
area" as said term is defined in the Act; and
WHEREAS, the Governing
Body adopted Resolution
No. 6967 on June 19, 2012
calling for a public hearing
considering the establishment of a redevelopment
district to be held by the
Governing Body on July 24,
2012; and WHEREAS, the
Governing Body adopted
Resolution No. 6968 making
a finding that the area of
the proposed Redevelopment District as hereinafter
described was properly
designated as an enterprise zone prior to July 1,
1992 by resolution of the
City pursuant to K.S.A.
12-17,107 through 12-17,113
prior to its repeal; and
WHEREAS, notice of the
public hearing was given as
required by the Act, except
that the Douglas County
Commission and the Board
of Education of USD #497
have each waived the required notice to them under the Act; and WHEREAS,
the public hearing was held
on July 24, 2012 and closed
on the same day; and
WHEREAS, the City by the
adoption of Ordinance No.
8768 on August 7, 2012, created a redevelopment district (the "Redevelopment
District") consisting of two
redevelopment project
areas (the "North Project
Area" and the "South Project Area"), all pursuant to
the Act; and WHEREAS, the
City is considering the
adoption of a redevelopment project plan entitled
Ninth & New Hampshire Redevelopment District South
Project Area Redevelopment Project Plan and
dated August 13, 2012, as
amended September 24,
2012 (the "Project Plan")
which provides for the redevelopment of the South
Project Area within the Redevelopment District; and
WHEREAS, on August 20,
2012 the Planning Commission of the City made a
finding that the Project
Plan is consistent with the
intent of the City's comprehensive plan for the development of the City; and
WHEREAS, a copy of the
Project Plan was delivered
by the City to the Board of
County Commissioners of
Douglas County and to the
Board of Education of Unified School District No. 497.
WHEREAS, the Governing
Body of the City adopted
Resolution No. 6988 on August 28, 2012 calling for a
public hearing considering
the adoption of the Project
Plan to be held by the Governing Body of the City on
October 2, 2012; and
WHEREAS, notice of the
public hearing on adoption
of the Project Plan was
given as required by the
Act; and WHEREAS, the
public hearing was held
and closed on October 2,
2012, with presentation ...

Resolution to Levy Tax for
Adult Basic Education
Fund
WHEREAS, the Board of
Education of Unified School
District # 497, Douglas
County, Kansas, is authorized by K.S.A. 72-4523, to
make an annual tax levy at
a mill rate not to exceed
one-half (.5) mill for a period of time not exceeding
five years, upon the taxable
tangible property in the
district for the purpose

are open for public inspection. Proposals shall be
submitted in sealed envelopes, addressed to the Office of the County Clerk,

Copies of the Contract Documents and Specifications

Kansas. A Fifty Dollar
($50.00) non-refundable deposit is required per proposal, which includes a
copy of the contract documents and specifications.
The contract documents
and specifications become
the property of the prospective bidder and are not
returnable. Copies of the
contract documents and
specifications are on file
and open for public inspection at the Office of the
County Engineer.
All bids must be accompanied by a CERTIFIED CHECK,
CASHIER'S CHECK or a BID
BOND for not less than Five
Percent (5%) of the base
bid as a guarantee that if
awarded the Contract, the
bidder will enter into a Contract and give bond as required. Said check or bond
shall be made payable to
the Board of County Commissioners, Douglas
County, Kansas.
Contracts will be awarded
only to such bidders as are
on the list of Pre-Qualified
Contractors for the Kansas
Department of Transportation on the date established for receiving and
opening of bids.
The Board of County Commissioners of Douglas
County, Kansas reserve the
right to reject any or all
bids and to waive technicalities, and to award the
